I’ve got fantastic news for GGO Nation!
While we battle in the House to hold the line against ‘Red Flag Gun Seizures’ and deadly ‘Safe Storage’ laws, we are making real progress in the Senate.
In fact, since our last update, one of GGO’s priority bills — Senate Bill 163 — passed the Judiciary Committee and the full Senate and has been sent over to the House!
SB-163 is our bill to strengthen Georgia’s preemption law.
We need this, and we need it fast.

In 2023, twenty cities in Georgia demanded that Governor Kemp convene a special session of the legislature to pass a wide array of gun control measures. Kemp told them to pound sand.
As a result, cities like Savannah decided to pass their own gun control laws in violation of Georgia’s preemption law!
Savannah’s ordinance allows the city to FINE and JAIL a gun owner who has a firearm stolen out of their vehicle! You read that correctly; they want to punish us for the actions of a criminal!
But this is illegal.
Georgia’s preemption law (16-11-173) makes it clear that only the legislature can regulate firearms in our state.

Any city that passes their own gun control law is in violation of the law. The problem is the penalty…it’s only $100.
So when the Mayor of Savannah was told by Attorney General Chris Carr to cease his illegal ordinance, he refused. Instead, he told the Attorney General to ‘sue me.’
That’s exactly what Chris Carr should have done.
But he didn’t. And as a result, we now have dozens of cities here in Georgia that are thinking about enacting their own gun control ordinances, because they don’t care about state law!
Savannah’s ordinance deals with firearms in vehicles.
But other cities may try to impose storage requirements, magazine limits, and ordinances trying to run small gun shops out of business.
That’s why Georgia Gun Owners approached Senator Colton Moore before session began and asked him to file SB-163.
SB-163 would fix our current problem by:
- Restating Georgia law, making it clear that the legislature has the exclusive authority to regulate the sale, use, and possession of firearms and ammunition.
- Increasing our meaningless $100 civil penalty to $50,000 per violation! This means that each time a city violates preemption and enforces an ordinance, you could sue them!
- Restating the ability for impacted gun owners to recoup their legal fees, as well. This will make it easier for gun owners to be willing to sue municipalities in court.
- Clarifying that this law only applies to law abiding Georgians, ensuring that convicted criminals wouldn’t be able to file bogus civil suits against cities out of spite.
Thanks to an avalanche of emails and phone calls from GGO members, SB-163 passed out of the Senate by a vote of 33-23 and is now headed to the House.
But here is where the real fight begins.

You see, the House is the far more liberal chamber here in Atlanta. Last session, Speaker Burns allowed Michelle Au (the most aggressive gun grabber in the House) a hearing on her deadly ‘Safe Storage’ law, a total betrayal of gun owners.
Last week, Speaker Burns did it again, by allowing a hearing on HB-472 which would create additional ‘Gun Free Zones’ here in Georgia, where you and I can’t defend ourselves.
And that may not be all.
Insiders report that Speaker Burns may be moving a ‘Red Flag Gun Seizure’ bill tucked inside of a mental health bill in a surprise attack!
That’s why GGO is preparing for a massive grassroots mobilization program right now, to inundate approximately two dozen State Reps with calls and emails in support of this badly needed legislation.
(We believe these Reps are the people most likely to vote yes on SB-163 once they hear from enough gun owners.)
But I need help from the members of Georgia Gun Owners, and I need it now.

- Digital ads; GGO’s digital ads terrify the politicians in Atlanta because we can reach tens of thousands of gun owners in a legislative district in a matter of days. These are very efficient, too, because gun owners can share them.
- Our text-based system; GGO text alerts allow us to get urgent info directly onto the phones of thousands of gun owners per district. You may have received some of these. These alerts have an almost 100% open rate!
- Mass email alerts; GGO’s email program doesn’t work just because it’s big. It works because it contains one-click, prewritten emails that allow gun owners to contact their politicians with just a few mouse clicks!
- Direct mail mobilization; GGO’s direct mail program is effective because unlike so many online tools, it can’t be censored by Big Tech. Letters like the one you are reading get read and generate waves of signed petitions.
But each part of this program costs money. And we simply don’t have the resources we need to run this program at the size it needs to be run without your help.
