National Constitutional Carry just introduced in the Senate (S. 4103)

Sun, Mar 15, 2026

These days, most Republicans in Washington won’t even file pro-gun legislation — even when they control Congress.

They love to campaign on the Second Amendment and ask gun owners for campaign donations, but they often go silent once elected.

That’s why it was so great to see U.S. Senator Mike Lee of Utah step up and file the National Constitutional Carry Act in the U.S. Senate last week.

The bill number is S. 4103.
(The House version was filed last year, and it’s H.R. 645.)

The idea behind National Constitutional Carry is simple.

If you are legally allowed to own a firearm, you should not have to beg the government for permission or pay for a permit just to carry it for self-defense.

Today, more than half of the states already recognize some form of Constitutional Carry. We passed this here in Georgia in 2022.

S. 4103 and H.R. 645 would apply that same principle at the federal level. The National Constitutional Carry Act does two things:

👉 Prohibits states from forcing law abiding gun owners to obtain a permit to carry a firearm for all lawful purposes.

👉 Invalidates all existing state and federal laws that force gun owners to obtain a concealed carry permit.

This is exactly what the Second Amendment promises.

It’s critical that gun owners tell Congress to pass this before the midterms, where we could see the House flip.

Congress hasn’t passed National Reciprocity.

They haven’t rolled back Biden’s gun control laws.

We haven’t even seen Biden’s Executive Orders reversed.

Gun owners elected a Republican majority in the House and Senate and defeated Kamala Harris. It’s time that Congress returns the favor by passing the National Constitutional Carry Act.
